Bill Partridge, the Oxford police chief, has seen the video. Of course he’s seen the video. Everyone’s seen it. 

On it are reprehensible scenes of inhumanity and violence, a white Minneapolis police officer pressing his knee against an unarmed and handcuffed black man’s neck long enough for him to stop breathing and die on the pavement.
