Why do frequencies change?

I was wondering why the cities of Anniston and Oxford and the counties changed their radio frequencies. Do they have something to hide? They always go “code” on information that they consider private.

The big cities like Atlanta want people to get scanners so they can call the police if they see something going on. I used to listen to my scanner. I bought it in April this year, paid more than $400, and it is almost useless. I went to Radio Shack, where I purchased my scanner. I was told that all their equipment had been removed, and they could not help me.

I wonder how many other people have new scanners like mine, new and useless.
