Justin Deandre Kabreil Beard, 20, was charged with discharging a firearm into an occupied vehicle, a felony, and eluding a police officer, a misdemeanor.
Anniston police Sgt. Chris Sparks said the shooting occurred on Feb. 23 between 2:40 p.m. and 2:50 p.m.
Sparks said a 28-year-old Anniston man told police he was driving on the 1800 block of Moore Avenue and heard gunfire. Later the man discovered his vehicle had been struck by a bullet.
No injuries were reported, the sergeant said.
Sparks said officers attempted to arrest Beard Tuesday at his home on the 1800 block of Walnut Avenue, but Beard fled on foot.
On Wednesday, Beard went to the Anniston Police Department and turned himself in, according to Sparks.
Beard paid his $15,500 bond and was released from the Anniston City Jail Wednesday morning, Sparks said. Court dates are set for April 10 and April 15.
