No! No! No! No! Former Secetary of State Hillary Clinton gave the $500 million check to Pakistan to build a dam in 2010. And, yes, the same day Congress turned down unemployment extensions because funds were depleted for such nonsense as building dams in a country that has no infrastructure.

I do not recall Bill Clinton doing anything that stupid.
